Dover- The Delaware State Police have arrested two suspects in connection with a spree of thefts from motor vehicles occurring throughout the Dover area.

During the month of May 2019, Troop 3 and Troop 9 began investigating a rash of thefts from motor vehicles throughout Dover. Multiple reports were taken of unknown suspects removing electronics, cash, debit/credit cards and other valuable items from unsecured vehicles.  Through investigative measures, Troopers identified 29-year-old Heather D. Shockley of Magnolia and 31-year-old Thomas M. Gilbert of Dover as suspects.

On June 5, 2019 Shockley was taken into custody at the First State Motel in Dover without incident and Gilbert was taken into custody at the Eden Hill Medical Complex without incident.  Stockley and Gilbert were transported back to Troop 3.

Heather Shockley was charged with the following:

  • Theft-Felony (3 counts)
  • Conspiracy 2nd- Felony (2 counts)
  • Conspiracy 3rd (8 counts)
  • Theft (11 counts)
  • Theft By False Pretense (2 counts)
  • Unlawful Use of Payment Card (5 counts)
  • Selling Stolen Property (2 counts)
  • Criminal Trespass 3rd (7 counts)

Shockley was arraigned before the Justice of the Peace Court and committed to the Delores J. Baylor Womens Correctional Institution on $1,020.00 cash only bond.

Thomas Gilbert was charged with the following:

  • Theft-Felony (4 counts)
  • Conspiracy 2nd- Felony (2 counts)
  • Conspiracy 3rd (8 counts)
  • Theft (10 counts)
  • Theft By False Pretense (2 counts)
  • Selling Stolen Property (2 counts)
  • Criminal Trespass 3rd (7 counts)

Gilbert was arraigned before the Justice of the Peace Court and released own his own recognizance.
